Horia Vlad Sabo is part of a new generation of Romanian entrepreneurs who see technology not only as an enabler of business growth, but as a civic right. With more than a decade of experience across multiple industries – from heavy infrastructure and logistics to IT, AI, and digital transformation – Sabo is shaping what he calls “civic tech architecture,” a vision where digitalization becomes both useful and ethical, designed for citizens and society at large.

Today, as CEO of Codata Software Solutions and Board Member of Computerland Romania – one of the country’s most established IT integrators with more than 30 years of market presence – Horia Sabo is leading major initiatives that accelerate digital transformation across both the private and public sectors. Under his leadership, the two companies deliver a comprehensive portfolio of services, ranging from consultancy and AI-driven solutions to IT&C infrastructure and fully integrated digital platforms.

What differentiates Sabo is the way he blends business pragmatism with a philosophical perspective. Having studied philosophy in Bucharest and computational logic in Amsterdam, he frames technology as a civic right rather than just a market product. Under Horia Sabo’s leadership, Codata and Computerland have been involved in major national and regional digitalization projects, aligned with European standards such as the NIS2 directive and the upcoming AI Act.

“My long-term mission is to take digitalization beyond technical infrastructure and towards a civic digital singularity – useful, ethical, and citizen-oriented. Digitalization is the civic architecture of the 21st century. If we integrate artificial intelligence and digital infrastructure into a seamless civic architecture that makes technology invisible, yet omnipresent, it will work silently to improve productivity, health, and quality of life,” Sabo explains.

Looking ahead, Sabo’s priorities include expanding regionally, investing in new areas of business and developing new solutions in the field of data-driven transformation and artificial intelligence.

“I am deeply interested in exploring new areas of business and investment. An entrepreneur must never lose the investor’s mindset. Exploring new industries and investing in emerging technologies is what ensures sustainable growth. At the same time, my priority is to create the largest IoT integrator in Romania, a project that will connect businesses and citizens through innovation and measurable value,” Sabo adds.

The steady growth of Romania’s IT&C market is reshaping the country’s business landscape, attracting both local and international investors. With digital transformation accelerating across all sectors, the industry is set to play an even greater role in driving economic competitiveness and positioning Romania as a key destination for technology-driven investment.
